The degree to which one is familiar with an action or object increases one's ability to Focus upon it or use less focus performing it. That would explain why Reinforcement abilities come more naturally than the Psychic ones exhibited by Potentials (along with the components of Focus). Touch naturally increases familiarity as per Physicality Matters. So Neo, even before resurrection, was able to manipulate the spoon through familiarity.

The main reason for creating this ancillary theory is to help explain the destruction of Smith. Neo was arguably very familiar with Smith by the time he was resurrected.
