The specific workings of skill downloads is unknown, however, and ripe grounds for plot holes... so we tread carefully.

We do not believe that memories or belief can be implanted. These open up plot holes regarding the handling of humans by the machines. One example would be the Agent Neo scenario. Another example would be the attempts at training Neo to free his mind and conveying the history of their reality. If memeories and belief can be transfered, then these things should simply be imparted to Neo instantaneously.
